Ill go stragiht to my first post (Sry about my english its not my homeland language)

Can someone pls tell how does is possible to learn one language from elementary school and couldnt say more than Hello! How are you? I wonder how they past tests, maybe they dont do any converstation in Japan? In my country, when you get final test in high school you have to do 15 minutes talk with 3 sensei about various subjects.
