Prostitution is not legal in Japan. However there is a lot of leeway before one commits a crime. A loose description of what is considered prostitution in Japanese law: Money is paid for performing an act in which the female could become pregnant. Very narrow definition no? Very difficult to prove such an act took place. No wonder there are so many Fashion health shops.
