Can the greeting "okaeri" be used at work, or is it strictly for home? As in, is it "welcome back" in the general sense, or specifically "welcome home"?

Hi, I'm japanese girl learning English.

I'll tell you the situation that you can use "okaeri". As you said, you can say it to someone arrived at your home.
If you work with good colleagues and you have a good atmosphere with them, you can say it to someone who are younger than you or the same age as you.
If you want to say it to older colleagues, you can say "okaeri nasai". This sounds more polite.
