I agree with this, I think it's strange and awkward to watch people kiss and whatnot in public, it's one of those "get a room!" Situations.

Seconded. Personally, I think it is rude to the surrounding people. Whether or not you care about being seen, keeping it private is a courtesy. People will not judge and cause both of you embarrassment this way.
America is much more lax... I would welcome this kind of social change. Lol

I really think part of it has to do with not making other people feel bad. You are expected to be secure enough in your own relationship that you don't need a constant reminder. Showing affection in public would make people who don't have a relationship feel bad. That would be a very un-Japanese thing to do, because it would be inconsiderate.
