I heard, in fact a friend who was there told me he was working just with a tourist visa, I know it is ilegal issue, but as in all countris happens, always there some tricky things, so its really happen there? We will need to ask the phone company you got the phone from in your country if it will working in Japan. (Ask about "international roaming" too)

Working on a tourist visa will get you deported and banned from Japan.. so not a good idea.
