For one, Japan doesn't issue 90 day visas, nor tourist visa to most nations. This minimum is generally six months.

It is a 90 day permit to be in Japan that they issue to tourists.
I guess calling it a tourist visa makes it easier to put in a sentence and easier for others to understand...
Well, it's for more than just tourism(business, visits[relatives], etc.), and it's an exemption from a visa. So to call it the 2 opposites of what it really is sounds a bit confounding to me.
Calling a visa exemption a "tourist visa" causes such lines of questions as "do I need to have my tourist visa before I leave my country?" and so on. Then it needs to be explained it's not really a visa. Just a bunch of trouble if you ask me.
