It's possible, it's just that English is seen as a widely more popular language to learn in Japan for personal & business reasons, therefore the market shows alot more job postings and offers for English. But there is always a market for other languages. I know with the JET program, since the program works with non-english speaking countries AFAIK those who succeed from these countries can teach with their own native language (Russian,French,Korean etc). Thats just an example, but there would be business' and schools catering for those who would like to learn other languages.

When you mean special education, do you mean those with special needs? To be honest, id say with various professions in Japan, it would be hard for a foreigner to get a job working with people with special needs in Japan. They'll most likely want native Japanese to be working these type of jobs.
